T-CPR = Telephone cardiopulmonary resuscitations This is not EMD and no Breath instruction are given.
The American Heart association is wanting our support in passing the following bill summarized.
Would be free online training: other than your personnel time. Estimated 1-3 hours every two years
Would only be CPR compressions. No breathing instructions or EMD instructions.
My understanding the instruction takes about 30 seconds to initiate.
If you are a PSAP that may only have one Telecommunicator working, once you give instructions you have met the requirements in the event you had to place them on hold.
Bill Summary: This bill will require all 911 Telecommunicators that provide dispatch for emergency medical conditions be trained in the delivery of high-quality telephone cardiopulmonary resuscitation (T-CPR). The training shall follow evidence-based, nationally recognized guidelines for high-quality T-CPR which incorporates recognition protocols for out-of-hospital cardiac arrest (OHCA), compression-only CPR, and continuous education.
All 911 Telecommunicators that provide dispatch for emergency medical conditions, shall be required to be trained, utilizing the most current nationally recognized emergency cardiovascular care guidelines, in high-quality telephone cardiopulmonary resuscitation (T-CPR). The instruction shall incorporate recognition protocols for out of hospital cardiac arrest, compression-only CPR instructions for callers, and continuous education.
All public safety answering points (PSAPS) that answer calls for emergency medical conditions shall, in the appropriate circumstances, provide telephonic assistance in administering CPR directly or transfer calls to a dedicated phone line, call center or other PSAP to provide the caller with assistance in administering T-CPR.
Any dispatcher or other individual who provides the T-CPR assistance shall be required to meet the training requirements for T-CPR outlined in subsection (1).
The Kentucky Law Enforcement Council (KLEC), which prescribes standards for all telecommunications training academies, shall establish a procedure for monitoring adherence by identified Telecommunicators and the governing bodies of identified Telecommunicators to the requirements set forth in sub-section (1).
The KLEC shall not mandate a specific training product and shall recognize training modules that are based on nationally recognized guidelines that incorporate recognition protocols for out of hospital cardiac arrest and compression-only CPR.
